"I've used ARB multiple times and have never had any major issues. They're reasonably inexpensive, they've taken good care of the car, they're always running shuttles to and from all three terminals in EWR, and requesting a shuttle via the link they text you is easy and efficient. The only real difficulty has been that sometimes you have to wait for a while at the terminal for the shuttle to show up and there doesn't appear to be an organized way by which the shuttles to the airport are boarded, so if they're busy you have to assert yourself to make sure you actually can get on."
